Since quality higher-education for masses is just impossible in India, the thrust now should be on the most neglected idea of employability-enhancing classes at +2 stage. The classes in the school building can be taken by the experts in the pvt sector, instead of weary school teachers. Students opting for such training-based 11th and 12th classes may be exempted from 10th board exam. Instead of remaining content with mere one IIT/IIM per year, govts, (centre/state) should support skill-oriented +2 stage in thousands of schools by way of scholarships etc.

Sibal is a clever lawyer so he is creating noise that will get best response in media / public. Only a fool will believe that this jholawalla-rich govt will do anything that will upset school teachers or mafias that control education in a state like Maha! Dream On, Sunil.
